District Elections
Future Monterey Park Elections Will Be Conducted Under By-District Elections
On May 1, 2019, the City Council adopted Ordinance No. 2160 (PDF) to change from at-large to by-district elections, establishing boundaries, and sequencing of elections within the districts. The incumbent City Councilmembers will continue to represent the City at-large until such time as they may be re-elected to represent their respective districts or leave office.
In March 2020, voters will experience district voting for the first time. Candidates for City Council must reside within Districts 2, 3 and 4. Only voters within said districts will be eligible to vote for candidates vying to represent their respective district. In 2022, voters in Districts 1 and 5 will vote under the same procedures as described. The elected positions of City Treasurer and City Clerk will remain at-large and will be voted on in March 2022. The term of office for all City elected positions will remain four-years All voters will vote for City’s ballot measures in the election it was proposed. Click on map for larger view.

Information regarding the transition from at-large to by-district elections.
At the November 7, 2018 City Council meeting, the City Council adopted Resolution No. 12043 (PDF)declaring its intent to transition to district-based elections.
Pursuant to Elections Code Section 10010 (PDF), the City will conduct a series of Public Hearings over the next 90 days to receive community input on the composition of proposed electoral districts for City Council seats. It is of upmost importance that Monterey Park residents participate and provide feedback during the upcoming Public Hearings. It is the City’s desire to ensure that the proposed districts reflect prevalent communities of interest and that the citizenry be engaged in this urgent matter.
Please see our Frequently Asked Questions page for details about district elections.
What Kind of Feedback Does the City Need From Its Residents?
The Federal Voting Rights Act (FVRA) and CVRA prescribe specific criteria to be considered during the drafting of proposed district maps. This criteria includes 1) nearly equal populations, 2) contiguous and compact territories, 3) continuity in office, and 4) communities of interest.
The City needs to know what communities of interest the residents would like considered. For instance, are there specific social, cultural, ethnic, or economic interests? The City Council considered school attendance areas, single-family and multi-family housing unit areas, income levels, areas around parks, and other neighborhood landmarks.
The City needs to hear from you!
The community was invited to attend Public Hearings listed below. These hearings provided opportunities for community’s input and to listen to what others suggested as communities of interest. If persons were unable to attend a scheduled Public Hearing, they could provide input via email (Email the City Clerk). Comments were collected by the City Clerk’s Division and shared with the City Council at the Public Hearing meetings.
