Communication by the public is an important part of the local government process. Council meetings usually have at least two different opportunities to speak.
A person wanting to address the council should complete a guest's speaker request card provided by the city clerk. This card should be returned to the city clerk prior to the city council taking up the item. The council allows five minutes per speaker.
Oral and Written Communications
This part of the meeting is for the public to speak to anything within the city's jurisdiction, even if there is no action listed on the agenda. The Brown Act does not allow the council to take action on items not on the agenda, but city staff may be asked to follow up on any concerns that are raised.
Public Comments on Agenda Items
The public comment or public hearing portion of each agenda item allows comments or testimony related to the specific matter under consideration.
